Tokyo's iconic Shibuya district, known worldwide for its scramble crossing and neon-lit streets, has started issuing instant fines to visitors caught littering. The move is part of a broader effort to manage the overwhelming crowds that have turned the area into a hotspot for overtourism.
Local officials announced that anyone seen dropping trash, cigarette butts, or food wrappers in public spaces will now face an immediate penalty. The fines are designed to curb the growing problem of waste left behind by the millions of tourists who flood the district each year. Shibuya's famous crossing, which sees hundreds of people cross at once during peak hours, has become a symbol of both Tokyo's energy and its struggle with visitor management.
The new rule applies to the entire district, including the crossing itself and surrounding streets. Enforcement officers are patrolling key areas, issuing citations on the spot. While the exact fine amount has not been widely publicized, officials hope the threat of an instant penalty will deter careless behavior. For many visitors, the change comes as a surprise, as they may not be used to such strict rules in public spaces. However, local residents have largely supported the measure, noting that the area has become increasingly difficult to keep clean.
Shibuya joins other tourist-heavy destinations around the world that have adopted similar tactics to balance tourism revenue with quality of life for locals. The district continues to welcome visitors, but with a clear message: enjoy the sights, but do not leave your trash behind.
